Error 0xcf" I have actually already emailed Thomson-Reuters and they say it is a Microsoft problem. Since Windows Update does in fact work, I don't know. Since I cannot seem to find anyone else with this problem on the Internet it leads me to believe that there is some setting in Windows 7 that was either absent in XP or the default was the "off" position and it got changed somehow.
It's entirely possible that some new security setting has been implemented but there are many people who use this Checkpoint software and if a security setting had been changed that now affects it there would be some mention somewhere. I don't see anywhere to get more granular control over BITS than "Services" to make that change other than the registry It would also be really nice to have an explanation of that error as it pertains to BITS I won't be able to do it until next week when I'm back in that office.

It turns out the issue isn't with BITS at all. Thomson Reuters' setup files don't support running under UAC. In other words, log off and back in with a local administrative account. In reply to bhammack's post on January 18, I found out that "run as Administrator" is not the same as being an Administrator.
