If a game is consistently roll-high or roll-low I don't think there's a problem. I like a consistent mechanic. To answer the question, I think a roll-low game can do just as well as long as its consistent and not too complex. I very much doubt that Roll-High or Roll-Low actually matters to most gamers. It's easier if they are used consistently within a game, simply for keeping handling time to a minimum.

IMO the perceived predominance of Roll-High really is simply an consequence of system popularity d20 and most Dice-Pool games , not the cause.

I've never experience any difficulty swapping between rules systems because of dice reading. The issue has always been one of reading badly explained rules.
